Our Team

Dr. Mostafa Abid Khan is a distinguished trade policy analyst and trade negotiator with over three decades of experience in international trade, trade policy, negotiations, and economic diplomacy. He began his career in November 1993 as Assistant Chief at the Bangladesh Trade and Tariff Commission and retired in June 2021 as a Member of the International Cooperation Division.

During his career, he served in several key national and international positions, including Minister at the Permanent Mission of Bangladesh in Geneva; Director General (Trade and Investment) at the Ministry of Foreign Affairs; Director and Acting CEO of the Bangladesh Foreign Trade Institute (BFTI); Trade Policy Analyst at the WTO Secretariat; and Economic Affairs Officer at UNESCAP.

His areas of expertise include trade policy and negotiations, the WTO, regional trading arrangements (RTAs), the Generalized System of Preferences (GSP), trade remedies, UNCTAD, and LDC and LDC graduation issues. Over the past three decades, he has played a key role in bilateral trade negotiations and in major regional and multilateral initiatives, including SAPTA, SAFTA, APTA, the Trade Preferential System among OIC Member States, BIMSTEC FTA, WTO and UNCTAD processes, trade and labour issues, and the LDC Plan of Action.

He was actively involved in drafting and negotiating major trade agreements and initiatives, including the Bangladesh–Japan Comprehensive Economic Partnership Agreement, SAFTA, BIMSTEC FTA, APTA, the SAARC Agreement on Trade in Services, the Sustainability Compact, UNCTAD XIV outcomes, LDC-specific WTO submissions, and WTO decisions.

Dr. Khan attended all WTO Ministerial Conferences from 2001 to 2017 as a member of the Bangladesh delegation. He also participated in UNCTAD XIII and XIV, the Midterm Review of the Istanbul Programme of Action (IPoA) for LDCs, the 106th International Labour Conference in 2017, and a number of SAARC Summits and Heads of State-level meetings. At the 106th International Labour Conference, he was elected Rapporteur of the Committee on the Application of Standards.

He has conducted research and published on trade policy, the WTO, and regional trade arrangements, and has provided training on a wide range of trade-related topics both in Bangladesh and abroad. From 22 August 2021 to 30 June 2022, he served as Senior Consultant to the International Finance Corporation (IFC), World Bank, on tariff reform. He subsequently worked on the Bangladesh Regional Connectivity Project, funded by the World Bank, and contributed to the formulation of the National Trade Policy 2023 and Bangladesh’s Trade Facilitation Agreement (TFA) Action Plan.

Dr. Khan has served as a member of the Expert Group on Smooth Transition Strategy (STS) Implementation and study groups on tariff rationalization and subsidies. He also served as Chairman of the Study Group on Market access constituted to address the challenges arising from LDC graduation.

Before joining BFTI he served as Component Manager of the Support for Sustainable Graduation Project (SSGP) under the Economic Relations Division (ERD), Ministry of Finance, Government of Bangladesh.

Dr. Khan obtained his PhD in Electrical Engineering from Moscow Power Engineering Institute in 1992. He is married and has a son and a daughter.
